Based on the Law on freedom of Association in NGOs, the NGOs may be established as an Association and Foundation. The highest governing body of an Association is the Assembly of Members; whereas the highest governing body of a Foundation is the Board of Directors.

Assembly of Members – represents all the members of the CSO (or through a member each for every member organization, in case when the association is a network of CSOs). The Assembly of members shall convene at least once a year.

Board of Directors – the composition of the Board of Directors of a foundation is nominated by the founder of the Foundation, whereas Board members are further on elected by the members of the board themselves. The Board of Directors shall convene at least once a year.
