Basic Principles

Civil society organizations exercise their activities in accordance with the legal framework applicable to the country where they operate, as well as with the principles of international law. At the international level, there are certain levels that determine the main principles of the not-for-profit sector law, starting with the Universal Declaration of Human Rights, Recommendation CM/Rec(2007)14 of the Committee of Ministers of the Council of Europe for member states regarding the legal status of non-governmental organizations in Europe etc. National legislation must be in compliance with the principles of international documents. Freedom of Association in Kosovo is guaranteed by the Constitution. Registration is not obligatory, although the majority of civil society organizations that are active in Kosovo are registered as NGOs.
