Articles 65 and 66 of the Rules of Procedure of the Assembly of Kosovo foresee the participation of the civil society in the meetings of parliamentary committees as well as during public hearings organized by these committees. Although the Rules of Procedure foresee the participation of the civil society in the conduct of the Assembly of Kosovo, the main problem stands with the wording of the articles of the Rules of Procedure – namely the usage of word may, without going deeper into the manner of how this possibility may be used. As a consequence, the inclusion of the civil society in the work of the Assembly remains under the discretion of the committees, whether they want to use these instruments as part of the legislative process.
